Binh My aim is for the model of an “eco-creative commune along the Saigon River.”
The conference on the development of the new Binh My commune, which took place after the locality officially merged from the three communes of Binh My, Hoa Phu and Trung An on July 1, 2025, has become an important event shaping the development strategy for the period 2025–2030. With a strategic location at the northern gateway of Ho Chi Minh City, Binh My is expected to become a new socio-economic center, a place where industry, high-tech agriculture and eco-tourism converge. In his opening speech at the conference, Mr. Nguyen Chi Dung – Party Secretary, Chairman of the People’s Council of Binh My commune – affirmed the vision of developing Binh My into an eco-creative commune along the Saigon River, aiming for the role of a center for community tourism, health care and green innovation in the Northwest region of Ho Chi Minh City. He emphasized that Binh My needs to promote its inherent river, landscape and agricultural ecosystem characteristics to develop a model that is both modern and sustainable - where people, businesses and the government co-create new values for the local economy, environment and culture.

According to Mr. Dung, the development orientation of Binh My is based on four principles: preserving and developing the river ecosystem; improving green production capacity; developing sustainable tourism; and creating livelihoods for the community through co-creation, appropriate technology and inclusive governance. The local government plays a role in creating, guiding and implementing, building a favorable environment for businesses and people to participate in development.
At the conference, experts from the University of Economics Ho Chi Minh City (UEH) gave two in-depth presentations that provided strategic perspectives for the new development stage. PhD candidate Thach Phuoc Hung, from the Institute for Regional Development Research and Consulting, analyzed the advantages of Binh My when located between major traffic hubs such as Tan Son Nhat Airport, Cat Lai Port and Thu Dau Mot City. He proposed a three-phase development strategy: short-term connecting FDI enterprises with local enterprises; medium-term building a modern transit container port on the Saigon River and upgrading Provincial Road 8; long-term forming a logistics center and an agricultural processing chain according to GlobalGAP standards, aiming to increase the value and competitiveness of local products.

Prof. Trinh Tu Anh and the Institute of Smart Cities and Management (ISCM - UEH), introduces the strategic framework for positioning Binh My as an ecological - creative commune along the Saigon River following the Triple Helix model - cooperation between the Government, Enterprises and Universities. He emphasized that Binh My needs to be developed as a "local innovation ecosystem" where initiatives, technologies and community models are formed and spread together.

Accordingly, ISCM proposes to form a Living Lab and Innovation Hub network in Binh My - two soft infrastructures that play a role in testing and incubating ideas, circular economic models, high-tech agriculture, community tourism, and digital transformation. Living Lab will be an experimental space between the government - people - businesses, while Innovation Hub focuses on promoting green innovation, supporting startups and developing small and medium enterprises (SMEs). In addition, ISCM also recommends promoting the community garden model - green space associated with local livelihoods, organic production, and environmental education, contributing to the formation of a unique ecological commune identity of Binh My.
In the next 12–18 months, ISCM proposes to implement the “Binh My Green and Creative Living” brand project, linking planning, data and communication, and expanding co-creation activities between local businesses and research institutes to improve private economic capacity, increase competitiveness and sustainable development.
The conference also recorded many practical opinions from businesses, focusing on agricultural mechanization, utilizing waste for circular economy, developing tourism associated with sketching art and testing agricultural carbon credits. The initiatives all aim to achieve the common goal of developing the local economy and improving the quality of life in the community.
Notably, the Steering Committee for the establishment of the Binh My Commune Business Association was officially launched, aiming to connect resources, support startups and form a green and creative business ecosystem in the locality.
Speaking at the end of the conference, Mr. Nguyen Anh Tuan - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Binh My Commune - affirmed that this event is an important starting point for a new development phase, where Binh My is aiming for the model of "ecological - creative commune", connecting innovation, knowledge and local identity. He emphasized that the simultaneous development of Living Lab and Innovation Hub will be the driving force to promote the transformation of the local economic model, stimulate the entrepreneurial spirit, support SMEs and expand the space for cooperation with universities and research institutes. "The government will be the creator, businesses will be the driving force, and people will be the center of the development process. Binh My strives to become a typical ecological - creative commune, a sustainable and humane river destination in the Northwest region of Ho Chi Minh City," Mr. Tuan emphasized.

With an area of over 55 km², a population of about 300,000 people and nearly 1,000 businesses, Binh My is emerging as the center of the northern economic region of Ho Chi Minh City - a locality that is gradually transforming strongly towards green development, innovation and inclusive governance, towards a sustainable future and harmony between people - nature - technology.
