ISCM – UEH Partners with An Giang to Advance the Digital Transformation Index
On July 31, 2026, a delegation of lecturers from the Institute of Smart City and Management (ISCM), College of Technology and Design, University of Economics Ho Chi Minh City (UEH) attended the “Conference on evaluating the Digital Transformation Index (DTI) for the first six months of the year and orienting solutions for the remaining period of 2026 and subsequent years.” The conference was organized by the Department of Science and Technology of An Giang Province, with the participation of representatives from the Provincial People’s Committee leadership, the Department of Digital Transformation under the Ministry of Science and Technology, leaders of relevant departments and agencies, and numerous technology enterprises in the locality.

The Provincial Digital Transformation Index (DTI), published annually by the Ministry of Science and Technology, has increasingly established itself as a key benchmark for assessing the digital readiness of localities across Vietnam. The index goes beyond measuring technical infrastructure and technology adoption; it comprehensively evaluates digital government, digital economy, digital society, and the readiness of citizens and businesses to participate in the transformation process. For An Giang – a province that has recently undergone administrative merger – improving its DTI ranking has been identified as a strategic priority, with the ambition of entering the nationwide Top 10 by 2026 and aiming for the Top 5 by 2030.

At the conference, Assoc. Prof. Trinh Tu Anh, Director of the Institute of Smart City and Management (ISCM) under the College of Technology and Design, University of Economics Ho Chi Minh City, presented a conference paper titled “Solutions to Improve An Giang Province’s Digital Transformation Index for the Period 2026–2030.” The presentation provided a comprehensive analysis of the province’s post-merger DTI situation, highlighting strengths in digital infrastructure and the high rate of electronic identity adoption, while frankly identifying major bottlenecks, particularly in the digital economy group (where the electronic contract indicator remained at zero) and the shortage of specialized digital human resources. Drawing on a SWOT analysis and international experiences, the paper proposed six solution pillars closely aligned with An Giang’s comparative advantages in agriculture, aquaculture, tourism, and logistics, and recommended the application of co-creation mechanisms, Living Labs, and Sandboxes to ensure practical feasibility and effectiveness.
ISCM is an interdisciplinary research and training institute at the University of Economics Ho Chi Minh City (UEH). It focuses on human-centered smart urban development and improving the effectiveness of urban governance. Representing UEH in providing professional inputs at the conference, ISCM clearly demonstrated the university’s orientation and commitment to accompanying localities in solving specific development challenges through scientific knowledge and practical experience.
