Institute of Smart City and Management (ISCM) shares digital solutions to advance smart cities and digital transformation in An Giang province

Strategic Conference on “Digital Solutions for Smart Cities and Digital Transformation in An Giang Province”
On May 14–15, 2026, the People’s Committee of An Giang Province, in collaboration with the Ho Chi Minh City Computer Association (HCA), organized a series of programs titled “Digital Solutions for Smart Cities and Digital Transformation in An Giang Province.” The event was held in celebration of Vietnam Science, Technology and Innovation Day (May 18), while also contributing to the implementation of Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation, and national digital transformation.
A highlight of the program series was the strategic conference “Digital Solutions for Smart Cities and Digital Transformation in An Giang Province,” held on the morning of May 15, 2026. The conference welcomed more than 500 participants, including leaders of departments and agencies, provincial police officers, and representatives from communes, wards, and special administrative zones across An Giang Province.

The conference gathered numerous distinguished delegates and guests.
At the conference, several key topics were actively discussed, including:
● Multi-layer smart city models based on practical experiences from Ho Chi Minh City;
● The Living Lab model and its potential applications at the local level;
● Solutions for data security, cybersecurity, public order management, and digital platforms for grassroots governance.
Living Lab – From University Platforms to Smart City Solutions
Within the conference framework, PhD Candidate Dr. Do Le Phuc Tam, lecturer at the Institute of Smart City and Management (ISCM), University of Economics Ho Chi Minh City (UEH), presented the topic “Living Lab – From University Platforms to Smart City Solutions,” focusing on the Living Lab model and its practical applications in smart urban development.

According to ISCM, “A Living Lab is an integrated research platform where stakeholders collaboratively research, experiment, develop, and create practical products, services, and systems to address urbanization challenges through technology and innovation within specific localities and contexts.” The presentation emphasized the role of the Living Lab model in next-generation smart city strategies (Smart City 4.0), while also highlighting the co-creation approach among stakeholders to develop context-sensitive solutions tailored to local conditions.
In addition, ISCM introduced several initiatives and platforms currently being implemented at UEH, including UEH Green Campus, smART Hub, Nexus, and Green Tech. These initiatives are considered important pilot models within the university environment before being expanded into larger-scale smart city solutions. As part of the program, UEH representatives also engaged in professional discussions with experts and representatives from the Department of Science and Technology of An Giang Province regarding potential collaborations between universities, research institutes, and local authorities in implementing Living Lab models for smart city development in An Giang.
ISCM and UEH’s participation in the conference further reaffirmed their commitment to co-creating value with local communities, contributing to smart city strategies that enhance quality of life, foster innovation, and promote sustainable development.
